	<OutcomeRequirements Councils="true">
		<p>Following the publishing of a home/remote working policy as outlined in R21, this outcome requires that the principles behind the policy be adopted council-wide, and that staff and members be given the opportunity to work out of the office or from home provided they satisfy the requirements set out in the policy. Appropriate resources should then be allocated to allow them to do so.</p>
		<p>Whilst councils may choose to have a home working policy that states "there will be no home working", they will nevertheless be expected to have a clear local business case for not implementing home/remote working and to set future dates for a review of this policy position.  The implementation of e-government offers considerable opportunities to support new ways of working and in the longer term councils may be asked to demonstrate efficiency gains in this area.</p>
