2008 has seen changes to the governance structures of esd-toolkit with the disbanding of the Steering Group and the formation of two new governing bodies – an Executive Board and a Programme Board.  These changes have been made to ensure that the esd-toolkit programme continues to go from strength to strength, develops to meet the changing improvement agenda, remains truly local government owned and led and integrates more easily into other national and regional local government partnerships.
